Sacramento Stockton Modesto, CA, October 18, 2026 —

State Sen. Catherine Blakespear discussed Proposition 45 on the program Inside California Politics, focusing on proposed changes to the California Environmental Quality Act, or CEQA. The discussion addressed deadlines for environmental reviews and challenges to certain projects through lawsuits, with the measure identified as relevant to the Sacramento-Stockton-Modesto area.

The available description does not specify what the proposed deadlines would be, which projects would be covered, or how the measure would change the process for filing or resolving lawsuits. It also does not provide details about Blakespear’s position on Proposition 45 or specific statements she made during the program.

Those details are central to understanding the measure’s scope. The summary identifies two areas of proposed amendment—review timelines and lawsuit challenges—but does not describe the current rules, the proposed alternatives, or the reasons offered for the changes. It therefore does not establish how the proposal could affect particular projects or communities.

The connection to the Sacramento-Stockton-Modesto area is noted, but no specific locations, projects or local impacts are identified. The date of the broadcast and any next steps for Proposition 45 were also not provided.

Based on the information available, Blakespear’s appearance focused on how the proposed measure could address aspects of CEQA review and litigation. Further details about the bill’s provisions and the senator’s comments were not included in the summary.
